Dakota Access Company Seeks to Block Pipeline Study

It's about a half-mile upstream from the Standing Rock Sioux Tribe's reservation. One bill would make it a crime for adults to wear masks.

The legislation is a direct response to the massive protests around the Standing Rock reservation, Kempenich told the Bismarck Tribune. According to the legislator, the proposed bill was drafted in the wake of the Standing Rock water protests, protests that have shut down a North Dakota roadway (Highway 1806) for weeks and even months. The state Rep. went on to justify his bill, which would allow motorists to potentially maim or kill protesters using a vehicle-thousands of pounds of fast-moving metal-but complaining that protesters are "intentionally putting themselves in danger". The lawmaker cited an instance when he says, as she drove past a long line of cars parked along shoulder of the road, a protester jumped in front of her vehicle waving a sign.

According to KFYR, Kempenich claims his relatives have been harassed by protesters and is anxious an accident will occur.

The U.S. Army Corps of Engineers has launched a full environmental study of the Dakota Access pipeline's crossing in North Dakota.




The pipeline is almost complete except for a stretch beneath a Missouri River reservoir that's the tribe's water source. The protesters stopped and cut a fence long the Missouri River about 700 feet away from the DAPL's drill pad, which is the starting point for the pipeline to go under Lake Oahe... According to North Dakota Republican representative Keith Kempenich, continued protests leave citizens "feeling terrorized".

North Dakota House Majority Leader Al Carlson said that his colleagues need to consider potential changes so that law enforcement is better equipped to deal with civil unrest in the state.

"We remain optimistic that the incoming Trump administration will soon issue the final easement for the Dakota Access Pipeline and also demonstrate a willingness to support American infrastructure projects and the American jobs that go along with them", he said.

"Knee-jerk legislation often is poor legislation", Democratic state Rep. Marvin Nelson said to ABC News.
