TX House Committee holds hearing on bill to ban 'Sanctuary Cities'

TX House Committee holds hearing on bill to ban 'Sanctuary Cities'

If people decide to do that, Senator Estes says it would allow them to use whichever gender is marked on the certificate.

If it becomes law, Senate Bill 6, described as a legislative priority of Lt. Gov.

By an overwhelming vote of 21-10, the Senate has given initial approval to what has been labeled "the bathroom bill". Eddie Lucio Jr. from Brownsville voting in favor of the bill. "This is about privacy and protection for all people", Republican Sen. Lois Kolkhorst, R-Brenham, said SB 6 intends to protect women's rights to privacy in intimate facilities such as bathrooms and locker rooms.

More than 600 people signed up to speak on the bill and of those, only 11 registered in support of SB4. House Republicans are making changes that include allowing police officers to only inquire about immigration status if someone is arrested, rather than simply being detained.

A poll conducted last month by the Texas Politics Project and the Texas Tribune found that 76 percent of Republican voters believe a transgender person should use the bathroom associated with their biological sex. However Democrats shot back that it requires a court order, which isn't feasible for many trans individuals in the state.

Attempts to discriminate against transgender people in the community by targeting public restrooms, otherwise known as bathroom bills, have started popping up in the a year ago.

After the initial debate, amendments to the bill rolled in.

"We say we're from El Paso, Texas they say oh Texas, we're watching very closely at what's happening in your legislature", says Crowe.

"How do you have a transgender woman that's just as feminine as any woman on this Senate floor ... go to a men's restroom?" he asked.

"While I am glad that my bill to protect immigrant witnesses and victims of crimes was rolled into the committee substitute for SB 4, I remain wholeheartedly opposed to the overall bill".

The bill cleared its final hurdle Wednesday when the House passed it 60-33.

A bill that would take away some powers from the attorney general and give them to the governor likely will not pass this session. First and foremost, House Speaker Joe Straus has expressed skepticism over whether the bill is needed, and whether passing it might result in negative economic consequences for the Lone Star State, in the same way that the similarly-crafted HB 2 did for North Carolina.
